Pavel Durov is currently detained in Paris, France, for a preliminary investigation by the Office for Combating Violence against Minors (OFMIN) into alleged offenses, including drug trafficking, cyberbullying, organized crime, and advocacy of terrorism and fraud.
The Russian embassy in France asked French authorities to explain the reasons for his detainment and demand that his rights be protected, but the French reportedly avoided interaction on the issue. The embassy says they are in contact with Durov’s lawyer.
Garde à vue (Article 63 to 77)
Under French law, an individual can be detained for 24 hours, with the possibility of extension or reduction. Local reports indicate Pavel Durov’s detention is set for 96 hours, after which a judge must determine his status.
Currently, Durov is detained without formal charges.
Warrant of Arrest
OFMIN issued an arrest warrant for Pavel Durov as part of a “preliminary investigation” into alleged drug trafficking, cyberbullying, organized crime, and advocacy of terrorism and fraud offenses.
OFMIN, part of the SDLCODS within the National Directorate of the Judicial Police (DNPJ), operates under the broader umbrella of the French Ministry of Justice.
Citizenship
Pavel Durov, originally from Russia, reportedly holds UAE citizenship and acquired citizenship in Saint Kitts and Nevis via a $250k donation. Around 2021–2022, France gifted him citizenship possibly through the “distinguished foreigner” process, which subjects him to French laws.
The arrest warrant for the Telegram founder became effective only upon his arrival in France.
Moments Leading to the Arrest
Pavel Durov’s jet from Baku, Azerbaijan, landed at the French airport between 7:30 and 8:00 PM local time.
Local media reports that Durov knew about his wanted status in France but decided to push through. Others, like Russian Market on X, say French authorities could’ve directed the flight to land in its territory despite an attempt to fly south, or the jet lacked fuel to leave France.
